Sound Forge is probably the most popular stereo audio editor for the Windows platform. Sound Forge Studio is a low cost version of Sound Forge, that still has most of Sound Forge's functionality, but at a much lower price. Sound Forge Studio also has an upgrade path to the full version, so it can be seen as investment towards the full product at a later date. The biggest limitation or missing feature I see in the Studio version over the full version is that the Studio version is limited to working with only 16 bit 48KHz files. That could be an issue for some folks, but many of us are still working with 16 bit files at 44.1KHz on a regular basis anyway.
